What is an International Academic Cooperation Agreement?
The International Academic Cooperation Agreement is an instrument that enables and supports academic partnerships with foreign institutions. It can be bilateral or multilateral. In compliance with Brazilian legislation, and consistent with international law regarding international treaties, the validity of agreements, with few exceptions, is five years and the agreements may be renewed if the covenant parties so desire. The proposal to establish an agreement arises from the interest of an institute, department, program, research group, researcher, or other UFBA unit, and/or the mutual intention of a foreign institution.
How to develop and formalize an International Academic Cooperation Agreement?
For requests arising from a unit, postgraduate program or professor of the UFBA:
1) It is recommended that prior approval of the initiative be obtained from the decision making body of the applicant´s UFBA Unit, before submission to the AAI.
2) Submit an expression of interest to the AAI office, stating the motives for entering into an agreement with the foreign institution. This document must contain the name of the person interested in establishing the partnership as well as the name of the contact or person responsible in the foreign institution.
3) The submission must be accompanied by an UFBA template Agreement document (with parallel versions in Portuguese and in the language used by the partner institution), duly completed, detailing the format of the cooperation, the details of the foreign institution and other information that may be relevant (see templates below).
Note:
- If the request originates from the contact of a foreign institution with an UFBA researcher, the template agreement of the requesting institution (originally drafted in the language of that institution, or in English, already widely accepted by many foreign institutions) must be accompanied by a parallel translation in Portuguese. Cf information above.
- There is no impediment to the adoption of templates of Agreements from partner institutions. Neither is there any impediment to the preparation of a specific document for the particular case, independently of the UFBA or foreign institution templates.
- In the case of Cooperation Agreements proposed by foreign institutions, it is suggested that the document be submitted to the UFBA International Office (AAI) for prior assessment. Once the original document is accepted by the AAI, it must be accompanied by a parallel translation into Portuguese for processing and signature of the competent authorities, at the UFBA and at the requesting institution.
- Translation of the Agreement and documents is the entire responsibility of the applicant.
NOTE: Due to the Brazilian legislation and the Federal University of Bahia policy, the Agreement when it involves raising funds - local, national and or abroad - must be accompanied by a Work Plan.

Processing of an International Academic Cooperation Agreement
After analysis and assessment of the documentation by the AAI, the agreement document is sent to the Setor de Convênioa (UFBA Agreements and Covenants Section), for formal approval and subsequent referral to the office of the President. Finally, the agreement document is returned to the AAI for forwarding to the partner University.
Once signed by the two partner institutions, the Agreement is posted on the AAI website.
What is an Addendum to an International Academic Cooperation Agreement?
The Addendum arises from the interest of UFBA Units, Departments, Programs, Research groups, and others, in establishing closer collaboration in specific areas of academic or scientific activities with Schools, Institutes, Departments, and other units of a foreign University or Institution. The conclusion of an Addendum occurs within the overall framework of an existing International Academic Cooperation Agreement. Thus, the Addendum adds and regulates matters not provided for in the existing Agreement. The Addendum must include details of the basis of the collaboration and the names of the coordinators responsible for monitoring the proposed activities in the specific units of the UFBA and the foreign institution.

In this case, it is suggested that the document be submitted to the UFBA International Office (AAI) for prior assessment. - The translation of the Addendum documents is the entire responsibility of the applicant.
